Common Code Violations

Code Officers in the City of Terrell see the following violations most commonly.

Parking on Unimproved Surfaces  

All vehicle parking (including motor vehicles, recreational vehicles, boats, trailers, personal watercraft, etc.) shall be on a suitably paved parking surface (defined as concrete or asphalt paving). Existing crushed rock parking areas constructed prior to the date of adoption of this ordinance may be continued to be used, however, they may not be enlarged and all new parking areas shall be constructed of concrete or asphalt paving materials.

High Grass/Weeds

All premises and exterior property shall be maintained free from weeds or plant growth in excess of twelve inches (12") in height. All noxious weeds shall be prohibited. Weeds shall be defined as all grasses, annual plants and vegetation, other than trees or shrubs however this term shall not include cultivated flowers and gardens.

Open Storage Prohibited

It shall be a violation for an owner, owner’s representative, occupant or person with care, custody or control of property to allow open storage in a residential district. Defined as the outside storage of goods, materials, merchandise, or equipment on a lot or tract including placement of storage containers such as vaults, shipping containers or other vehicles for storage.

Inoperable Vehicles

Except as provided in other regulations, no inoperable or unlicensed motor vehicle shall be parked, kept or stored on any premises, and no vehicle shall at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled. Painting of vehicles is prohibited unless conducted inside an approved spray booth.

All accessory structures, including detached garages, fences, and walls, shall be maintained, structurally sound, and in good repair.

Junk Vehicles

Any motor vehicle which is inoperable and over five years old and left unattended on public property for more than 48 hours or that has remained illegally on public property for a period of more than 48 hours or that has remained on private property without the consent of the owner or person in control of that property for more than 48 hours or that is left unattended on the right-of-way of any designated county, state or federal highway or any city street or alley in excess of 48 hours is hereby declared abandoned and to be a nuisance and the police department may take into custody any such vehicle. In such connection, the police department may employ its own personnel, equipment and facilities or hire persons, equipment and facilities for the purpose of removing, preserving and storing abandoned motor vehicles.

Premise Identification

Buildings shall have approved address numbers placed in a position to be plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numerals or alphabet letters no less than four inches high and with a typeface no less than one half inch in width.

Obstruction/Encroachment of Vegetation

Exterior property areas and landscaping shall be maintained to minimize property damage and eliminate public safety hazards. Trees, shrubs, ground cover and all other vegetation shall be maintained to allow a vertical clearance up to seven (7') feet above sidewalk pavement and fourteen (14') feet above street pavement. Trees, shrubs, bushes, boulders or other objects located along paved alleys shall be maintained one (1') foot back from the paved alley surface and as to allow a vertical clearance of fourteen (14') feet.
