Title VI Compliance Program

 

The City of Terrell, Texas, as a recipient of Federal financial assistance and under Title VI of the Civil Rights Act of 1964 and related statutes, ensures that no person shall on the grounds of race, religion (where the primary objective of the financial assistance is to provide employment per 42 U.S.S. § 2000d-3), color, national origin, sex, age or disability be excluded from participation in, be denied the benefits of, or otherwise be subjected to discrimination under any City programs or activities.

 

Environmental Justice compliance information and demographic data for the area served by this program rely upon the analysis methods and data collection as prescribed by the North Central Texas Council of Governments. Additional data information is referenced from the U.S. Census web site. The City of Terrell is committed to ensuring Standard Title VI Assurances and Form PR-1273, “Federal Requirements for Federal- Aid Construction Contracts,” are included in every solicitation and contract requiring affirmation from the recipient to comply with the Title VI of the Civil Rights of 1964 and related statutes. Sub-contracts will be reviewed by the City Engineer prior to authorizing work to commence to ensure provisions have been included.

 

The City of Terrell has adopted the Texas Department of Transportation Disadvantaged Business Enterprise Program requirements established in 49 CFR Part 26, by virtue of signing the Pass Through Agreement between the City of Terrell and the State of Texas, and as required in Article 35 of said agreement.

TRANSPORTATION PUBLIC PARTICIPATION PLAN

 

PUBLIC PARTICIPATION COMPONENTS

 

There are five components to the City of Terrell Transportation Public Participation Plan, as described below:

 

1. Public meetings and public hearings will occur prior to City of Terrell's approval of the proposed transportation improvement project.

 

2. Notification of schematic and environmental documentation can be conducted by mailings, newspaper ads, and/or e-mail, if not addressed at public meetings.

 

3. Open meeting to all participants desiring to be included.

 

4. CIty of Terrell’s City Council Meetings provide a forum for the review of proposed projects as part of the City of Terrell public involvement process.

 

5. Whenever the City of Terrell is involved in the development of environmental documents following National Environmental Policy Act (NEPA), staff will coordinate with implementing agencies for public involvement and, when applicable, the Texas Department of Transportation Environmental Manual.

 

NOTIFICATION OF PUBLIC PARTICIPATION ACTIVITIES

 

All public meeting notices will be sent to select newspapers to ensure regional coverage. Translated notices will also be sent to non-English newspapers. Notification is also sent to local libraries, city halls, county court houses, chambers of commerce (including minority chambers), and the Terrell Tribune. In addition, City of Terrell will maintain a comprehensive mailing list containing the names of individuals and organizations that wish to be notified of all public meetings as well as stakeholders.

 

To be included on the mailing list, the individual or organization can submit the Public Notification form or sign up on this web site.

Title VI External Discrimination Complaint Processing Procedures

 

Citizens should report incidents of discrimination on the grounds of race, color, national origin, sex, age, disability, or income status. All complaints must be in writing and directed to the City of Terrell, City Secretary/Finance Director John Rounsavall, 972-551-6600 Ext 226, by FAX: 972-551-1101 or by mail to City of Terrell, 201 East Nash St., P.O. Box 310, Terrell, Texas 75160. Complaints will be forwarded to the appropriate State or Federal Agency for investigation within 10 calendar days of receipt.
