The City of Terrell is committed to ensuring Standard Title VI Assurances and Form PR-1273, “Federal Requirements for Federal- Aid Construction Contracts,” are included in every solicitation and contract requiring affirmation from the recipient to comply with the Title VI of the Civil Rights of 1964 and related statutes. Sub-contracts will be reviewed by the City Engineer prior to authorizing work to commence to ensure provisions have been included.
The City of Terrell has adopted the Texas Department of Transportation Disadvantaged Business Enterprise Program requirements established in 49 CFR Part 26, by virtue of signing the Pass Through Agreement between the City of Terrell and the State of Texas, and as required in Article 35 of said agreement.
Title VI Accommodations for Limited English Proficient Persons
The City of Terrell is an Equal Employment Opportunity community and
employs persons of various races and ethnic backgrounds. Through this
diversity, the City is able to offer, as needed, a bilingual staff person
capable of language translation as indicated below. If translation services
as related to a transportation improvement project, program, or activity
is desired, contact the Title VI Coordinator for assistance in identifying

There are five components to the City of Terrell Transportation Public Participation Plan, as described below:
NOTIFICATION OF PUBLIC PARTICIPATION ACTIVITIES
All public meeting notices will be sent to select newspapers to ensure regional coverage. Translated notices will also be sent to non-English newspapers. Notification is also sent to local libraries, city halls, county court houses, chambers of commerce (including minority chambers), and the Terrell Tribune. In addition, City of Terrell will maintain a comprehensive mailing list containing the names of individuals and organizations that wish to be notified of all public meetings as well as stakeholders.

Title VI External Discrimination Complaint Processing Procedures
Citizens should report incidents of discrimination on the grounds of race, color, national origin, sex, age, disability, or income status. All complaints must be in writing and directed to the City of Terrell, City Secretary/Finance Director John Rounsavall, 972-551-6600 Ext 226, by FAX: 972-551-1101 or by mail to City of Terrell, 201 East Nash St., P.O. Box 310, Terrell, Texas 75160. Complaints will be forwarded to the appropriate State or Federal Agency for investigation within 10 calendar days of receipt.
