It Really Is Bigger In Rural Small Town Texas By City Manager

The Terrell model for development has garnered national attention around the country.

According to William M. Leavitt and John C. Morris of Old Dominion University in Norfolk, Virginia, "The City of Terrell provides the framework necessary to empower local governments, public authorities and developers to work together and provide needed infrastructure services."
